OVERVIEW: In 2022 the Connecticut State Library received a Congressionally Directed Spending grant of $948,000 through the efforts of Senator Richard Blumenthal and Senator Christopher Murphy to support the automatic transfer and preservation of permanent historic digital records from state agencies. The grant was awarded by the National Historical Publications and Records Commission (NHPRC).
Part of the grant was designated for planning the acquisition of a secure digital preservation repository (SDPR) for the CT State Archives. The State Archives requires a repository to securely store digital records containing personally identifiable information (PII), personal health information (PHI), records generated for or received/derived from the FBI Criminal Justice Information Services (CJIS), or other sensitive or confidential information.
This presentation will highlight the activities of the SDPR Project Team and the lessons we learned. We will start by providing a quick overview on how we obtained the Congressionally Directed Spending grant. We will then discuss the RFI process including developing the SDPR requirements, drafting the RFI, utilizing the US General Services Administration’s Market Research as a Service (MRAS), hosting an information session for interested vendors, and engaging with vendors before, during, and after issuing the RFI. We will also share some practical tips and tools to assist you in developing your own RFI. A key challenge we will discuss is identifying solutions that can meet the stringent requirements of the FBI’s CJIS Security Policy.
Additionally, we’ll discuss how we gathered data and collaborated across state agencies. The presentation will also highlight findings from the Project’s Final Report, including its recommendations and proposed next steps. Lastly, we will share a few insights gained from other federal, state, and local organizations and how this project contributes to the broader knowledge base.
