Overview: Government agencies are increasing their utilization of Social Media to provide improved services, enable citizen interaction and increase overall transparency. Through the use of social media platforms, such as Facebook and Twitter, governments are shifting communication patterns. One thing, often thought of last when it should be first, is that these tools and processes can very well create and house public records.

Developing a Social Media Management Guideline should be considered as an important first step for government agencies that want to engage social media tools. In order to expand public outreach and engagement, government agencies may encourage public discussion and feedback as well as use social media tools for recruitment. The content of these sites must be taken into consideration regarding the retention and disposition thereof. Creating public records through these social networking sites are certain and measures need to be taken to promote proper use, retention management and to ensure compliance with public records laws.

Experts in Records Management and Public Records will outline the challenges associated with managing the records of social media, including:

  • Determining the official record;
  • Management of record and non-record content;
  • Disposition of content;
  • Public records impact;
  • Citizen conduct; and
  • Developing a social media implementation plan
