OVERVIEW: In 2021 the Texas Legislature required state agencies to implement a data management program to oversee data assets. To comply, Texas State Library and Archives Commission (TSLAC) convened an information governance council to manage its data assets as part of its newly created information governance strategy.

The presenters discuss their successes, challenges, and lessons learned after 2 years transitioning TSLAC to an information governance approach to managing data, information, and records, and future plans to model this program for other state agencies and local governments. This webinar introduces information governance from the presenter's practical experience, implementing the approach to revise active agency policies and procedures. They highlight the importance of records management as a stakeholder group for effective information governance, and explain key concepts such as information governance, data governance, and data management maturity model in the context of modifying an organization’s approach to information instead of theoretically. 

Viewers will come away from this presentation with an understanding of what information governance is and how it differs from data governance and the purpose and role of an information governance council.

Craig Kelso is the State Records Administrator and Division Director of the State and Local Records Management program at the Texas State Library and Archives Commission. He has worked to simplify the intake process; upgrade the network infrastructure and records tracking system at the State Records Center; expanded digital imaging services; and encourages the increased use of online resources for records management training.

Bonnie Zuber is the Records and Data Management Officer at the Texas State Library and Archives Commission, supporting agency staff by providing consulting and training, as well as initiatives to integrate new technologies and processes.

Joshua Clark is the Program Planning and Research Specialist at the Texas State Library and Archives Commission where he co-organizes the annual e-Records Conference and compiles the biennial Report of Reports.
